State reports indicate a high risk of power shortfalls as demand is projected to double, straining the grid, challenging clean energy goals, forcing reliance on fossil fuels, and potentially requiring power imports from other states.

Driven by rising fuel and generation costs, grid upgrades, inflation, and massive data center energy demand, utilities like Dominion have proposed significant rate hikes approved by the SCC for 2026–2027, leading to higher bills despite some moderation from the original requests. Virginia’s electric bills have risen significantly—nearly 30% since 2021—outpacing national inflation.
